Ukrainian Foreign Minister Andrii Sybiha met with the foreign ministers of the NB8 countries — the eight Nordic and Baltic states — to discuss expectations for the 2027 Ukraine Recovery Conference in Tallinn, Sybiha wrote on X.
“URC 2027 should be about decisions, agreements, and projects — especially in defence, energy resilience, and critical infrastructure. A winter conference is also a reminder of reality — Russia continues to weaponize cold and attack Ukraine’s energy system,” Sybiha said.
The conference is intended to help shift cooperation from military assistance towards long-term security partnerships, with particular emphasis on expanding joint defence production, developing new drone agreements with Ukraine and advancing a missile defence coalition.
According to Sybiha, these practical initiatives will strengthen Ukraine’s defence capabilities while directly contributing to the security of Europe as a whole.
He said the NB8 countries have already provided Ukraine with more than €42 billion in military, financial and humanitarian assistance.
“This gives us a strong foundation to make Tallinn a genuine NB8–Ukraine effort and bring more governments and businesses on board,” Sybiha said.
