The State Security Service of Latvia (Valsts drošības dienests, VDD) has published its 2025 annual report, identifying the main threats to the country’s national security related to the activities of foreign intelligence services.
According to the agency, these activities are systematic in nature and aimed at undermining support for Ukraine, increasing distrust in state institutions, and preparing sabotage against critical infrastructure.
Russia is classified in the report as an existential threat. The VDD records espionage, sabotage, and psychological operations, predicting an increase in their intensity in 2026. The report also highlights the practice of involving local individuals from criminal circles in subversive activities.
Belarus, according to the VDD, acts as a supporting element of Russian intelligence. Its territory and technical assets are used for electronic intelligence against the Baltic states. Priorities include collecting information on NATO logistics, surveillance systems on the Latvian-Belarusian border, railway hubs, and energy facilities. Another pressure lever remains the instigation of a migration crisis.
The VDD emphasizes that the increased activity of Russian intelligence services in Latvia is part of the Kremlin’s strategy to establish permanent centers of tension on the borders of the EU and NATO, with the primary goal being the weakening of logistical and political support for Ukraine.
