The Government of Serbia and the UN Development Programme signed a financial agreement for 2 million euros to strengthen the resilience of Ukraine’s energy sector.

The funds will be directed toward the purchase and delivery of high-voltage transformers—critically important equipment for restoring electricity transmission capacities. The measures are being implemented within the UNDP’s “green” energy recovery programme.

According to UNDP, citing data from the Fifth Rapid Damage and Needs Assessment (RDNA5), total losses in the energy sector are estimated at 88.2 billion USD. About 17.1 billion USD of this falls on the electricity sub-sector, where generation and transmission facilities suffered the most.

Andon Sapundži, Ambassador of the Republic of Serbia to Ukraine, emphasised Serbia's commitment to supporting the recovery of Ukraine's critical infrastructure.

“Serbia stands in solidarity with the people of Ukraine as they face unprecedented challenges to their energy security,” he said. “This contribution is a tangible demonstration of our support for the restoration of essential services, ensuring that hospitals, schools, and homes remain powered during these difficult times.”

UNDP Permanent Representative in Ukraine Auke Lootsma added that high-voltage transformers are vital for the integrity of the energy system.

Auke LootsmaUNDP Resident Representative in Ukraine, highlighted the strategic importance of the partnership.

“This generous contribution from the Government of Serbia comes at a pivotal moment as we work to repair and modernise the national grid,” he said. “High-voltage transformers are vital for the integrity of the electricity transmission system. By restoring this capacity, we are not only addressing urgent needs and getting ready for the next heating season, but also laying the foundation for a more resilient and sustainable energy future.”

Anatolii Kutsevol, Deputy Minister of Energy of Ukraine, welcomed the international support as essential for national stability.

“Restoring our energy facilities is a matter of national security and human survival,” he noted. “We’re grateful to the Government of Serbia and UNDP for their swift action in providing the specialised equipment needed to stabilise our grid. Such partnerships are critical as we prepare for future challenges and continue our efforts to build back a more robust energy system.”
