Rescue services of Ukraine and Denmark have signed a cooperation agreement

Ukraine’s Minister of Internal Affairs, Ihor Klymenko, and the head of the State Emergency Service (SES), Andriy Danyk, signed a cooperation agreement with a Danish delegation led by Minister for Resilience and Preparedness, Thorsten Schack Pedersen. This was reported by the Ministry of Internal Affairs via Ukrinform.

Klymenko thanked the delegation for visiting Kyiv and for the long-standing strong cooperation, particularly for providing technical assistance, including around 190 units of engineering, automotive, and firefighting equipment, watercraft, components, and other gear for SES units. He assured the partners that the aid would be used effectively and highlighted the importance of training 130 rescuers who underwent professional preparation in Denmark.

The minister also briefed the delegation on the impact of Russian attacks on Ukraine’s civilian infrastructure.

“Ukraine experiences around 200 drone, missile, and aerial bomb attacks every day. After the January 24, 2026 strike, one-third of the capital’s buildings—about 4,000—were left without heating. Significant damage occurred at thermal and power plants. These are deliberate attacks on our people. Our main efforts are focused on saving lives, which is why we constantly strengthen SES units and create new rescue teams,” Klymenko said.

 

He informed the partners about newly established high-rise rescue units that, after recent missile strikes, operated at heights of 27 to 60 meters on slippery surfaces with high risks to life and health.

The minister also highlighted a unique operation by rescue divers who, in icy water and extreme cold, assisted energy workers in repairing a damaged energy facility. The Danish delegation was introduced to Ukraine’s advanced monitoring and safety analysis technologies implemented at the Ministry’s Situation Center, which operates 24/7 and coordinates the work of all emergency services during crises.

“We are ready to share with our Danish colleagues our unique experience in creating such a center and the skills we have gained in responding to emergencies under wartime conditions,” Klymenko added.

The minister also explained that SES units now operate drones, use modern equipment for clearing building debris, and deploy robotic technologies for firefighting, enabling safe disaster response even during air raid alerts.

On behalf of the delegation, Pedersen thanked Ukraine for effective intergovernmental cooperation:

“Thank you for the warm reception in such a difficult time for your country, and thank you for the efficient collaboration between the governments of Ukraine and the Kingdom of Denmark. This meeting is further confirmation of the exceptional solidarity between our peoples. We are proud that our country strongly supports Ukraine, including in civil protection. During 2024–2025, we provided an aid package worth approximately €20 million,” the Danish minister emphasized.
