In Ukraine, more than 3,000 critical infrastructure facilities require protection, but the country has already shifted from reactive measures to a systematic resilience model.
This was stated by Vice Prime Minister for Ukraine’s Recovery and Minister for Communities and Territories Development, Oleksiy Kuleba.
“Over 3,000 critical infrastructure facilities need protection. Overall, implementing energy resilience plans requires more than €5.4 billion,” he wrote on Telegram.

“The key is that we are not just restoring, but also strengthening resilience. Physical protection is already operational: protected energy facilities can withstand up to 40 hits and remain functional,” the minister noted.
According to Kuleba, Ukraine’s experience is setting a new standard for infrastructure resilience. The country has practical expertise that is relevant not only for Ukraine but for all of Europe.
He emphasized that Ukraine has moved from reactive measures to a systemic resilience model. At its core are regional and community resilience plans covering infrastructure protection, distributed generation, water, and heating.
Ukraine is ready to share its experience and, together with partners, build a stronger security system for all of Europe, Kuleba added.
