The first competitive selection under the Ukraine Water Recovery program has been completed, with the results showing strong demand from communities for investment in the restoration and modernization of water supply systems.
This was reported by the Ministry for Development of Communities and Territories of Ukraine.
“A total of 163 project applications were submitted, amounting to €632 million,” the statement said.
The program provides for €100 million in loan financing, and an additional €25 million in grant funding is expected to be raised. At the same time, negotiations are ongoing to secure an additional €125 million to expand the program.
“The results of the first selection demonstrate that Ukraine’s water sector is ready for large-scale investment. Nearly half of the submitted projects have already shown a high level of preparedness at this stage — both in terms of technical solutions and financial planning. This indicates that communities are capable of working systematically and meeting the requirements of international financial institutions,” the ministry emphasized.
The next stage — a professional evaluation of applications in accordance with the program’s criteria — is now beginning. This process aims to identify projects that are both the most prepared and the most urgently needed from the perspective of community needs.
In parallel, negotiations are continuing with the European Commission and the European Investment Bank on concluding a grant agreement for co-financing.
The program was prepared jointly with international partners over six months. The agreement was ratified by the Verkhovna Rada of Ukraine in September 2025.
