$90.6 billion needed to rebuild and modernize Ukraine’s energy infrastructure

The total need for the restoration and modernization of Ukraine’s energy sector over the next ten years is $90.6 billion, announced Ukraine’s First Deputy Prime Minister for Energy, Denys Shmyhal, during the presentation of the fifth assessment of damages and recovery needs (RDNA5).

“Compared to the previous assessment, the current need has increased by 34%. Since the early months of the full-scale war, the energy sector has been one of Russia’s priority targets. The RDNA5 report clearly shows the scale of this destruction,” he wrote.

According to Shmyhal, the RDNA5 report helps Ukraine plan its recovery.

“We began this work in 2022 together with the World Bank, the European Commission, and the UN. I am grateful to our partners, including Anna Bierde, for this initiative,” he noted.

Of the total $90.6 billion needed to restore the energy sector, $71 billion—almost 80%—is required for the restoration and modernization of power generation. Another $6.4 billion is needed for thermal infrastructure, $5.2 billion for gas transport infrastructure, and $4.6 billion for the oil sector, including refining.

According to RDNA5, just for the rapid recovery of the energy sector in 2026, $4.9 billion will be required.

“But we do not just want to restore what was destroyed; we want to build an energy system that will ensure security and resilience for decades to come,” the First Deputy Prime Minister added.

He also said that Ukraine, together with the World Bank, is starting work on an updated Energy Strategy, which will define a new vision for the sector and a clear roadmap for its recovery and modernization.
