€30M allocated for Chornobyl new safe confinement repairs and equipment

The Donors’ Assembly of the International Cooperation Account will reallocate €30 million from the administrative budget to prepare the necessary engineering solutions and pre-purchase equipment needed to restore the functionality of the NSC (New Safe Confinement). The decision was made in London during the Assembly meeting, attended by Deputy Minister of Energy Anatolii Kutsevol.

During the meeting, participants reviewed the final report on the consequences of the Arka’s damage and the engineering assessment of possible restoration options, as well as the “roadmap” for the recovery work. The roadmap includes further engineering studies, monitoring of corrosion processes on the structure, development of repair projects, and procurement of equipment.

Preliminary estimates indicate that a full repair of the Arka will require €412 million. The work is planned to be completed by 2030 due to existing risks of corrosion on the metal structures, which could further complicate restoring the NSC’s functionality.

The meeting also reviewed the Chornobyl NPP’s report on urgent works undertaken to prevent leakage and further deterioration of the Arka, as well as the results of the IAEA mission supporting NSC restoration. Participants also analyzed the status of each of the five grant agreements signed between the European Bank for Reconstruction and Development and the Chornobyl NPP, and discussed next steps for their implementation.

Participants emphasized the importance of strengthening coordination to mobilize additional aid, including by attracting new donors, expanding international partnerships, and ensuring sustainable funding for restoration works.

Anatolii Kutsevol expressed gratitude to the European Bank for Reconstruction and Development, all donor countries, the European Union, the International Atomic Energy Agency, and all partners for their rapid response, solidarity, and practical assistance, which are crucial for nuclear and radiation safety.
