President Volodymyr Zelensky met with Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy, to discuss ongoing support for Ukraine amid Russia’s aggression.
During the meeting, Zelensky thanked the EU for its continued assistance and highlighted Kallas’s personal support. The leaders discussed the impact of Russian strikes on Ukraine’s energy infrastructure and measures needed to strengthen energy resilience and protect critical systems.
“We expect strong decisions from the European Union. We already have several in place and expect more,” Zelensky said.
Kallas stressed that helping Ukraine defend itself is a priority, noting that this would prevent further damage to critical infrastructure. European experts are currently assessing what Ukraine needs to restore its energy systems.
The discussion also focused on the use of frozen Russian assets for Ukraine’s defense and recovery, as well as the adoption of the EU’s 19th sanctions package against Russia.
“The Russian economy is already weak. We are further weakening it through our sanctions so that they eventually stop financing this war,” Kallas said.
Defense support was another key topic, including joint production efforts and the implementation of the SAFE instrument.
The leaders also addressed Ukraine’s EU accession process. Zelensky noted that by early November, Ukraine will be technically ready across all six negotiating clusters.
“Ukraine has done a great deal to meet the necessary conditions,” Kallas said, adding that the EU is working to advance the process and provide Ukrainians with hope.
Finally, the meeting covered the launch of a Special Tribunal for Russian aggression. Zelensky welcomed the EU’s decision to allocate funds for the tribunal, describing it as an important step toward justice.
“This shows that we are serious about accountability,” he said.
