Ukraine to supply biomethane to Germany under new energy cooperation plans

Ukraine is ready to begin supplying biomethane produced from agricultural feedstock to Germany as soon as the relevant EU database is launched and German legislation on quotas for “green” gas is implemented, according to a statement by the Ministry of Economy, Environment, and Agriculture of Ukraine.

The ministry said this was discussed during a meeting between Ukrainian Minister of Economy, Environment, and Agriculture Oleksii Sobolev, German Federal Minister for the Environment, Climate Protection, Nature Conservation and Nuclear Safety Carsten Schneider, and Federal Minister of Research and Technology Dorothee Bär.

 

 

During the talks, the sides agreed that German experts will help Ukraine certify national emissions verifiers (ETS) to unblock exports.

Another topic discussed with Federal Minister Carsten Schneider was the application of the EU Carbon Border Adjustment Mechanism (CBAM). Oleksii Sobolev noted that Ukrainian metallurgy is already suffering losses due to this mechanism.

“Since Ukrainian steel is produced partly from scrap using electricity without coal generation, the EU’s CO₂ emissions assessment may be overstated. We expect German expertise to help resolve this issue more quickly and unblock exports,” Sobolev was quoted as saying.

 

During the meeting with Federal Minister of Research and Technology Dorothee Bär, discussions focused on Ukraine’s involvement in high-tech projects in artificial intelligence (AI), quantum technologies, and biotechnology. The Ukrainian side proposed cooperation in dual-use technologies, the space sector, and energy.

The ministers also discussed the creation of startup accelerators and pilot projects for professional retraining programs. The agreements are planned to be formalized in a bilateral document at the Ukraine Recovery Conference (URC-2026), which will take place in Gdańsk.
