Ukraine and Switzerland are entering a new phase of strategic partnership planned for the next 10–12 years, shifting from individual projects to long-term, structured cooperation in innovation, artificial intelligence, and the digital economy, according to Ukraine’s Ministry of Digital Transformation.
During a meeting between Acting Minister of Digital Transformation Oleksandr Bornyakov and Swiss Federal Council Delegate Jacques Gerber, the sides agreed on a joint digital agenda focused on developing digital sovereignty, data governance, and AI-based services. Swiss partners reportedly support the expansion of Ukraine’s digital transformation reforms.
Key areas of cooperation include strengthening digital sovereignty through the development of domestic solutions in cybersecurity, cloud technologies, and artificial intelligence, aimed at protecting critical infrastructure without isolating Ukraine from global technological ecosystems.
The partnership also envisions joint development of digital services with Swiss institutions and businesses, with the potential for solutions to scale both in Ukraine and across European markets.
Another priority is data security and responsible AI use. Ukraine’s Diia platform continues to operate through direct interaction with state registries without centralized data storage, a model that is also being applied to AI systems through encrypted access to prevent data leaks.
The cooperation further includes the development of new financial models, with the Diia state enterprise expected to expand services for businesses and citizens while generating budget revenues through digital tools, without involving the sale or commercialization of state data.
The Ministry of Digital Transformation is also focusing on reducing bureaucratic processes in local governance by expanding automation and digital tools, following the transfer of certain defence-related projects to other institutions.
To formalize cooperation and attract European tech companies, Ukraine and Switzerland are preparing a large-scale technology event in Switzerland scheduled for autumn 2026, combining policy discussions with practical workshops on data governance, secure AI, and digital ecosystems.
According to the ministry, the goal of the partnership is to align efforts with European allies, develop global technologies, and build a more proactive, digitally driven state.
