Ukraine’s Minister of Defense Mykhailo Fedorov and Germany’s Defense Minister Boris Pistorius signed Ukraine’s first agreement on the exchange of defense data with partners.
The memorandum was signed in the presence of President Volodymyr Zelenskyy and German Chancellor Friedrich Merz. The document opens a new level of cooperation in defense technologies and analytics.
The memorandum provides for the launch of joint data-sharing projects, including:
- analysis of the use of German weapons systems such as PzH 2000, RCH 155, and IRIS-T;
- exchange of Ukrainian operational insights and battlefield data.
“Ukraine is sharing unique battlefield data, providing partners access to it for training and improving AI models and analytical solutions. This is the world’s first defense AI development project of this scale,” Fedorov said.
Partners will also gain access to unique combat data from the DELTA system and other digital platforms, helping them develop technologies and enhance their capabilities. This is described as a win-win model of a new type of defense cooperation.
The Ukrainian defense minister thanked the President for leadership on the international stage, saying it helps attract partners and systematically cover Ukraine’s key defense needs.
It was also noted that President Zelenskyy proposed an important bilateral drone agreement with Germany—the “drone deal”—and that teams are already working on its next steps.
As a result of agreements between the leaders, concrete long-term decisions were reached regarding weapons deliveries to strengthen Ukraine’s air defense. These include missiles such as PAC-2 and launch systems for IRIS-T.
The memorandum expands a mutually beneficial cooperation model that allows partners to access Ukraine’s unique combat experience while strengthening Ukraine’s own capabilities.
