The war between Russia and Ukraine has reached a deadlock, with combat operations becoming increasingly dangerous due to nuclear threats and the use of new autonomous weapons.
This is stated in the 2025 report of Turkey’s National Intelligence Organization (MIT).
“2025 passed in the shadow of wars and conflicts, becoming a year of undermining global norms and values, the inability of the existing international order to effectively resolve crises, a reassessment of strategic balances, rapid shifts in geoeconomic relations, and a sharp increase in risks associated with technological development,” notes MIT Head İbrahim Kalın in the report’s introduction.
The head of Turkey’s National Intelligence Organization emphasized that last year, traditional security threats increasingly took on a hybrid character, and the impact of uncertainty and chaos was felt worldwide.
“The war between Russia and Ukraine has reached a point of strategic deadlock between Western military support and Russia’s strategy of industrial exhaustion. While the parties remain caught between demands for territorial concessions and security guarantees at the negotiating table, the nature of the war has evolved toward nuclear confrontation and the growing use of autonomous weapons systems,” Kalın stated.
He also highlighted Turkey’s active mediating role in efforts to end the Russia-Ukraine war.
