The volume of construction work completed in Ukraine in 2025 increased by 11.3% compared to 2024, reaching UAH 258.2 billion, although the growth rate has slowed, according to data from the State Statistics Service of Ukraine (Derzhstat).
According to the agency, last year’s figure also exceeded the pre-war 2021 level, when construction work totaled UAH 258 billion. However, growth has been decelerating: in 2024 it was 17.8%, and in 2023 it had increased by 31.8% compared to the previous year.
Derzhstat reported that in 2025, the volume of work in residential construction rose by 13.5% year-on-year to UAH 34.5 billion; in non-residential construction, it grew by 25.4% to UAH 86.1 billion; and in engineering construction, it increased by only 3.1% to UAH 137.5 billion.
Seasonally adjusted data show that in December 2025, construction production indices were 73.4% for residential construction, 150.7% for non-residential, and 34.7% for engineering; taking calendar day effects into account, the indices were 103.5%, 321.7%, and 239.4%, respectively.
The share of new construction in the total volume of completed work was 40%, repairs accounted for 26.8%, and reconstruction and technical re-equipment made up 33.2%.
