A meeting took place between Deputy Minister of Community and Territorial Development Marina Denysiuk and representatives of the European Investment Bank (EIB) regarding the implementation of investment projects for the reconstruction and development of infrastructure. From the EIB, Matteo Rivelini, Head of the EIB Department, and Kristina Mikulova, Head of the EIB Regional Representation for Eastern Europe, joined the meeting. The focus was on preparing for the review of the project portfolio and coordinating the execution of ongoing reconstruction and development projects.
The Ministry of Development team also discussed with the EIB representatives the possibility of supporting a project for the restoration of multi-apartment buildings using energy-efficient solutions and a comprehensive reconstruction approach.
“Within the framework of comprehensive reconstruction, we are not simply rebuilding buildings; we are creating a new space with a multisectoral approach, doing so according to the principle ‘better than before.’ We definitely take into account the experience of implementing energy-efficient solutions in the EU and best practices. This will encourage people to remain in their communities rather than move to large cities,” emphasized Marina Denysiuk.
Borodianka in Kyiv region, Yahidne in Chernihiv region, Posad-Pokrovske in Kherson region, and Trostianets in Sumy region are successful examples of comprehensive reconstruction. The experience of these settlements will be applied to other towns and villages affected by Russian aggression, particularly for the reconstruction of multi-apartment buildings as part of comprehensive recovery.
The parties agreed to improve approaches to preparing new agreements: instead of general arrangements, end recipients of assistance will be identified at the start of cooperation. This will be made possible through the reform of public investment management. Such an approach will allow for more efficient collaboration with partners and faster launch of investment projects.
