European Parliament supports including Ukraine in the EU defense market

On Wednesday in Strasbourg, the European Parliament adopted two reports aimed at strengthening EU defense policy. The reports called, among other measures, for the creation of a common European defense market, the development of flagship projects, and the recognition of Ukraine as an integral part of the EU defense market, according to the European Parliament website.

“Only by fully utilizing the potential of the single market can we create a defense system in which every euro invested ensures maximum innovation, security, and economic efficiency,” said rapporteur Tobias Kremer from the Committee on Security and Defence.

In the first report, MEPs outlined a vision for a stronger and more integrated EU defense market, which should support the strengthening of Europe’s defense-industrial base, increase long-term funding, enable joint procurement, simplify regulation, and reduce dependence on suppliers outside the EU.

The report also emphasizes that “Ukraine should be regarded as an integral part of the EU defense market.” The European Parliament links this approach to the Buy European policy in defense procurement, aimed at strengthening the EU’s defense technology and industrial base and scaling production.

In the second report, MEPs highlighted serious gaps in the defense capabilities of EU member states, particularly in air and missile defense, artillery, rockets and ammunition, drones, and counter-drone systems.

In response, the European Parliament called on EU countries participating in relevant initiatives to quickly launch flagship projects under the Defence Readiness Roadmap 2030. Examples include the European Drone Defence Initiative, Eastern Flank Watch, Air Defence Shield, and Defence Space Shield.

MEPs also urged the European Commission to define more clearly the objectives, governance structure, timelines, and funding for these initiatives.
