EU hosts 4.35 million Ukrainians under temporary protection

As of December 31, 2025, a total of 4.35 million people who were forced to leave Ukraine due to the war had temporary protection status in the EU.

These figures were published by Eurostat on February 10.

Compared to the end of November of the same year, the total number of people from Ukraine under temporary protection increased by 24,675 (+0.6%).

The EU countries hosting the largest numbers of people under temporary protection were Germany (1,250,620 people; 28.7% of the EU total), Poland (969,240; 22.3%), and the Czech Republic (393,055; 9.0%).

Among the 26 EU countries for which data are available, 22 recorded an increase in the number of people under temporary protection. The largest increases were observed in Germany (+9,620; +0.8%), Spain (+2,235; +0.9%), and Romania (+2,160; +1.1%). Of the four EU countries that registered a decrease, the largest declines were recorded in France (-1,250; -2.4%) and Estonia (-470; -1.3%).

The highest ratio of beneficiaries of temporary protection per thousand inhabitants was recorded in the Czech Republic (36.0), Poland (26.6), and Cyprus and Slovakia (25.8 each), while the EU average stood at 9.7 per thousand people.

As of December 31, 2025, Ukrainian citizens accounted for over 98.4% of all beneficiaries of temporary protection in the EU. Adult women made up 43.6% of beneficiaries, minors accounted for nearly one-third (30.5%), and adult men slightly more than a quarter (25.9%) of the total.

On June 13, 2025, the European Council adopted a decision to extend temporary protection for these individuals from March 4, 2026, to March 4, 2027.
