Zelensky instructed officials to develop a legislative framework for legal military companies in Ukraine

Volodymyr Zelensky has instructed the Ministry of Internal Affairs, intelligence agencies, government officials, and the Office of the President to develop a legislative framework regulating activities in the field of special security and protection services — the so-called military companies, Interior Minister Ihor Klymenko said.

“I briefed the president on the preparation of legislative decisions in the field of civilian firearms circulation and new post-war opportunities for Ukrainian warriors. I received instructions, together with the Interior Ministry team, intelligence agencies, government officials, and the Office of the President, to develop a legislative basis for regulating activities in the field of providing special security and protection services. This is what is referred to as ‘military companies,’” Klymenko wrote on his Telegram channel.

According to the minister, the goal is to create a transparent and controlled model that would allow Ukraine to take its place in the global security market while fully complying with the Constitution.

“Today, Ukrainian military personnel possess unprecedented combat experience recognized throughout the world. And our task is to create conditions so that after the war this experience becomes a professional opportunity for our veterans,” the minister noted.

He added that leading countries around the world are already working in this direction. Ukraine also has something to offer while taking into account its own interests and security.

Klymenko also said he separately briefed the president on work related to legislative regulation of civilian firearms. Lawmakers, law enforcement officers, military personnel, veterans, lawyers, and representatives of civil society and the media sector are involved in the process.

“Ukraine needs a modern and balanced law that clearly regulates the rules governing civilian firearms circulation, strengthens security, and takes into account citizens’ right to self-defense. We continue working on solutions that correspond to the country’s security realities,” he emphasized.
