In Ukraine, all details regarding the export of Ukrainian weapons have been agreed upon at the level of state institutions.
President Volodymyr Zelenskyy announced this following a meeting on key issues related to arms exports.
“The export of Ukrainian weapons will become a reality. We have agreed on all the details at the level of our state institutions. Today, our security expertise and weapons, tested in modern warfare, are of interest to all partners capable of ensuring a real level of protection for their national sovereignty and the lives of their people,” Zelenskyy said.
According to him, the Ukrainian authorities have proposed a special format of cooperation to partner countries that support Ukraine — Drone Deals. These are special agreements on the production and supply of drones, missiles, ammunition, and other in-demand types of weapons, military equipment, software, integration with partners’ defense systems, as well as the provision of Ukrainian expertise and the technological exchange needed by Ukraine.
Today, Zelenskyy approved the directions of such intergovernmental cooperation and the development of automatic permits for businesses to export weapons.
“The procedure is absolutely clear: at the intergovernmental level, based on the principle of reciprocity, we define the framework for security cooperation through relevant agreements; then the process continues at the level of state institutions and manufacturers. We are simplifying bureaucratic procedures, maintaining a sufficient level of export control, and launching practical mechanisms for companies to operate,” Zelenskyy emphasized.
He stated that Ukrainian companies will gain a real opportunity to enter partner countries’ markets, provided that Ukrainian military forces have the right to receive the necessary volume of weapons first.
“The surplus of production capacity in Ukraine for certain types of weapons reaches 50%, and this is a direct result of our state investments in Ukraine’s defense industry and our cooperation with partners,” Zelenskyy stressed.
He instructed Ukraine’s Ministry of Foreign Affairs, together with intelligence agencies and the Security Service of Ukraine, to determine a list of countries to which the export of Ukrainian weapons will be prohibited due to their cooperation with the aggressor state.
“This is a serious challenge — to prevent our technologies and weapons systems from falling into Russian hands. The National Security and Defense Council of Ukraine will coordinate export processes and ensure that the needs of Ukraine’s Defense and Security Forces are met first, while only surplus production — what manufacturers can produce beyond the state order — is exported. The Ministry of Defense and the General Staff will determine the required volumes for our Defense Forces,” Zelenskyy noted.
He also instructed government officials and the National Security and Defense Council to present the necessary information to the public regarding the details of the Ukrainian arms export process.
