Ukraine’s IT market reaches $7.85B

The volume of the domestic IT market is estimated at $7.85 billion; last year, the sector paid UAH 50.5 billion in taxes.

These figures come from the “Code of the Economy” study published by the Ministry of Digital Transformation.

“Despite all the challenges, the total volume of the Ukrainian IT market has reached $7.85 billion. The technology sector accounts for nearly half of the country’s total service exports—41.6%,” the statement says.

According to the results for 2025, IT service exports amounted to $6.6 billion, which is 3% more than the previous year. About 80% of all export revenues are generated by 10 partner countries. The clear leader is the United States (almost $2.4 billion), followed by Malta, the United Kingdom, Cyprus, Israel, Switzerland, Germany, Estonia, Poland, and the UAE. In total, the European direction accounts for 51% of Ukraine’s IT exports, amounting to $3.39 billion.

Last year, the IT sector accounted for 3.2% of GDP and paid UAH 50.5 billion in taxes. The largest share of revenues came from “Computer programming” (UAH 33.93 billion), or 67.2% of all revenues. This was followed by “Data processing, hosting, and related activities” (UAH 8.37 billion, or 16.6%). The share of “IT consulting” amounted to UAH 5.79 billion (11.5%), and “Other information technology and computer system activities” accounted for UAH 1.86 billion (3.7%).

According to the study, every 1 hryvnia generated in IT creates an additional 1.09 hryvnia in related sectors of the economy. One IT specialist effectively supports 2.29 jobs in finance, logistics, education, or public administration.

Overall, Ukraine currently has more than 305,000 IT specialists and 2,243 active companies. Together with related sectors, the industry supports over 800,000 jobs across the country. The majority of companies operate in “Computer programming” (62%). Businesses in data processing and hosting account for 14%, while another 13% provide IT consulting services.
