Ukraine’s Intelligence identifies Russian helicopter manufacturers not yet sanctioned

The Main Intelligence Directorate  of the Ukrainian Ministry of Defense has published information on 34 enterprises of the "Russian Helicopters" holding under the state corporation "Rostec," which develop, manufacture, repair, and service Russian helicopters. The data was released on the War&Sanctions portal.

The Main Intelligence Directorate published the information ahead of the anniversary of Russia’s full-scale invasion of Ukraine.

“Fourteen of the enterprises disclosed today, over the thirteen years of the Russia-Ukraine war and the four years of full-scale invasion, have not fallen under the restrictions of any country in the sanctions coalition,” the statement reads.

Among them are AO "VR-SERVICE," a service company performing major repairs and modernization of Mi and Ka helicopters; LLC "VR FOUNDRY PRODUCTION," which produces magnesium castings for the holding's enterprises; and the "Ulan-Ude Blade Plant," which manufactures main rotor blades for Mi-series helicopters. The disclosed list also includes companies involved in the production and servicing of helicopters that participated in the Hostomel operation, including the Ka-52 "Alligator" reconnaissance-attack helicopters and Mi-8 transport helicopters.

“Four years ago, dozens of Russian Ka-52 and Mi-8 helicopters flew at low altitude to Hostomel airport with the aim of capturing it and establishing a bridgehead for an advance on Kyiv,” the intelligence report reminded.

The Main Intelligence Directorate emphasized that Ukrainian special forces, National Guard units, and other components of the Defense Forces prevented the Russia’s plans and held the airport during the first critical hours of the invasion.

The report underlines that the experience of the Russia-Ukraine war shows that restricting the aggressor state’s capabilities in helicopter production and maintenance is crucial for reducing its offensive potential.

It also notes that restrictions should extend to the civilian helicopter industry due to the high compatibility between “civilian” and “military” versions of various helicopter types, particularly the widely used Mi-8 in the Russian Armed Forces.

“Comprehensive sanctions against Russia and support for Ukraine today are the only chance for democratic states to prevent the spread of war across Europe and beyond,” the statement concludes.
