The Verkhovna Rada passed Law No. 12087-d on the integration of Ukraine’s and the European Union’s energy markets.

The full title is “Law of Ukraine on the Implementation of European Union Law and the Integration of Energy Markets, Enhancing Supply Security and Competitiveness in the Energy Sector.”

The law establishes a comprehensive legal framework for fully integrating Ukraine’s electricity market into the EU’s internal energy market.

It sets the legal basis for market coupling of day-ahead and intraday electricity markets with European trading zones, enabling coordinated trading in prices and volumes both for the next day and within the same day.

The law also implements the European model for electricity risk preparedness and introduces capacity mechanisms.

Additionally, it creates new tools to flexibly manage supply and demand, including aggregating small energy sources and controlling when and how much electricity consumers use.

The law ensures compliance with ENTSO-E requirements, so Ukraine’s energy system will operate according to the standards and rules of the European Network of Transmission System Operators for Electricity, ensuring safety and interoperability with EU countries.

A total of 1,358 amendments were submitted, of which 47 were incorporated fully or partially.
