In 2025, more than 356,000 hectares of agricultural land in Ukraine that had previously been subject to the moratorium before the opening of the land market were sold, with an average price of UAH 57,400 per hectare.
This was reported by the head of the State Service of Ukraine for Geodesy, Cartography and Cadastre, Dmytro Makarenko, while presenting the agency’s report for the past year.
According to the official, last year’s dynamics in this segment of the land market corresponded to the average indicators of recent years — following the shock caused by Russia’s full-scale invasion in 2022.
“In total, more than 356,000 hectares were sold in 2025 (compared with about 320,000 hectares in 2024). The average market price was UAH 57,400 per hectare (in 2024 — UAH 46,700 per hectare). The share of alienated land that had previously been subject to the moratorium reached 5.4% by the end of 2025 and 5.8% at the beginning of 2026,” Makarenko said.
He also spoke about work on a pilot project for mass land valuation being implemented by the State Service of Ukraine for Geodesy, Cartography and Cadastre. Several stages of the project have already been completed.
“The first stage was carried out for absolutely all land. We analyzed the results and decided to slightly improve the valuation model. Accordingly, in the second stage we applied a regression model for agricultural land (using reduction coefficients depending on land quality and commercial attractiveness — ed.). Now we are applying the regression model to all categories of land in Ukraine,” the agency head explained.
Makarenko also positively assessed the progress of the national land inventory campaign. In 2025, the State Service for Geodesy, Cartography and Cadastre showed its best result in recent years, with 214,000 hectares inventoried.
