Ukrainian weapons and military equipment manufacturers have been granted simplified import procedures for foreign components. The changes concern the customs clearance stage. The relevant resolution was adopted by the Cabinet of Ministers of Ukraine.
Currently, more than 900 public and private companies and over 300,000 people supply the military with weapons, equipment, and technologies. It is in the state’s interest to support their maximum productivity.
In particular, the procedure for confirming eligibility for customs duty exemptions for defense industry enterprises has been simplified during the clearance of components (materials, units, assemblies, equipment, and parts) imported for the production of defense goods.
Ukrainian weapons and equipment manufacturers require maximum speed in logistics. To this end, the rules for customs clearance of goods needed for the defense sector have been updated:
- the obligation to submit a number of documents has been cancelled — they must now be reflected in the customs declaration and provided only upon request by customs authorities;
- it is now allowed to submit classified documents (while maintaining secrecy procedures) and additional information before submitting the customs declaration;
- the requirement to submit copies of contracts, technical passports, and other documents to customs three days before the start of clearance has been cancelled.
As a result, the logistics of components and production processes at defense enterprises will be accelerated. This will allow manufacturers to deliver finished products to Ukraine’s Defense Forces faster and increase weapons and equipment production.
The simplified conditions apply to:
- defense industry enterprises;
- co-executors of state contracts;
- subcontractors in the field of defense procurement.
The government says the reform is part of ongoing efforts to strengthen Ukraine’s defense industry and reduce bureaucratic delays for domestic weapons producers.
