Ukraine shares cyber defense expertise at InCYBER Forum in France

Ukraine effectively counters cyber threats and shares its unique defense experience with the international community. The team from the Ministry of Digital Transformation, the State Enterprise “Diia,” and the Tallinn Mechanism Project Office (TMPO) represented Ukraine at the InCYBER international forum in Lille, France. We shared our unique experience in countering threats during cyberwarfare and developed new avenues of cooperation with international partners.

At the InCYBER Forum, the Ukrainian team actively participated in discussions. Together with colleagues from France, Sweden, and Moldova, TMPO head Olesya Danylchenko discussed strategic cooperation directions for effective management of cyber vulnerabilities and strengthening cyber resilience. The impact of our work is recognized at the top level: the Tallinn Mechanism, which has already united 14 partner countries, has become a global benchmark for cyber cooperation. For example, France officially included its partnership with Ukraine in its national cyber strategy.

Together with delegates from Canada, Kenya, Kazakhstan, and Thailand, the TMPO team discussed practical steps governments are taking to minimize challenges in the cyber sphere. Such discussions are critical for addressing issues related to digital sovereignty, cyber resilience, and the management of critical vulnerabilities.

On the sidelines of the forum, representatives from the Ministry of Digital Transformation and “Diia” held several bilateral meetings, including with the delegation from the Ministry of Cybersecurity and Digital Technologies of Quebec (Canada).

The discussions focused on:

  • Approaches to building digital identity;
  • Development of sovereign digital solutions, including sovereign cloud and sovereign AI;
  • Modern methods for classifying and managing cyber risks;
  • Implementation of convenient state digital services based on the Ukrainian model.

Cybersecurity relies on people. Within the Tallinn Mechanism, with support from Expertise France, training programs are conducted to help upskill personnel from government agencies and critical infrastructure. For example, experts from Security Operations Centers (SOC) improve their qualifications to detect cyber threats.

Participation in major events like InCYBER allows Ukraine not only to adopt best practices but also to set trends, collaboratively shaping a new global cybersecurity architecture with partners.

Ukraine’s participation in the event was made possible through a partnership with Expertise France under the Cybersecurity Capacity Building for Ukraine (CCBU) initiative. The program is funded by the French Ministry of Foreign Affairs and is part of the Tallinn Mechanism.
