Ukraine launches Starlink terminal registration to counter Russian drones

The Cabinet of Ministers of Ukraine has adopted a resolution to introduce a “whitelist” for Starlink satellite communication terminals.

As a result, only verified and registered terminals will operate in Ukraine, while all others will be disconnected, Defense Minister Mykhailo Fedorov said.

“This is a response to Russia’s use of Starlink. Russian drones equipped with terminals are difficult to shoot down. They fly at low altitude, are resistant to electronic warfare, and are controlled by an operator in real time even over long distances. The only technical solution to counter this is the introduction of a ‘whitelist’ and authorization of all terminals. At the initiative of the Ukrainian government, we are implementing this in cooperation with SpaceX,” Fedorov wrote on Telegram on Monday.

According to him, the registration process for Starlink terminals for Ukrainians will be as simple as possible.

“Just one visit to the nearest Administrative Services Center (CNAP) — free of charge, quick, and without unnecessary bureaucracy. For businesses, there will also be a simple and convenient algorithm for verifying Starlink terminals — online via the Diia portal. Military personnel do not need to contact CNAP — a separate secure channel through DELTA is already in place for the Defense Forces. You also do not need to register your own terminals on a military unit’s balance sheet or transfer account data — you only need to protect your terminal from being blocked by adding it to the ‘whitelist’,” the minister explained.

Fedorov added that the introduction of the “whitelist” will preserve stable communications for Ukrainians, strengthen security, and deprive Russian forces of technological advantages.
