Ukraine, together with partner countries, has created CORPUS (Coalition for Resilient Procurement and Unified Support) — a multinational coalition in the field of defense procurement.
The initiative to establish the coalition was led by the Defense Procurement Agency (DOT) of the Ministry of Defense of Ukraine. CORPUS includes procurement agencies from Ukraine, Finland, Italy, Norway, Sweden, and the United Kingdom.
A corresponding memorandum of cooperation was signed by representatives of the agencies on April 30 in Kyiv. The goal of the coalition is to serve as a permanent platform for strengthening the defense capabilities of Ukraine and its partners, as well as to unite procurement agencies for better coordination, increased resilience of supply systems, and the development of cooperation under changing security conditions.
The Defense Procurement Agency noted that the coalition remains open to other partner countries, provided they join the memorandum and receive unanimous approval from the Board of Directors.
“CORPUS will become a distributed system of procurement agencies from partner countries. This will allow better planning of procurement, building reliable supply chains, and identifying weak links. It will also enable the exchange of experience, solutions, and tools, strengthening one another,” said Artem Romaniukov, director of the directorate at Ukraine’s Ministry of Defense.
Interaction between agencies will take place at the operational level — through the exchange of solutions related to market engagement, digital tools, anti-corruption and compliance practices, as well as supply chain organization.
“Today, supply systems operate in conditions of rapid change and shared threats, which requires closer coordination between countries. We already cooperate with partners at a practical level, and CORPUS is the next step in developing this interaction,” said Arsen Zhumadilov, director of Ukraine’s Defense Procurement Agency (DOT).
According to him, for Ukraine this initiative is an opportunity to scale up the experience of supplying the armed forces gained during the full-scale war, while for partners it provides access to practical solutions already working in real conditions. Particular interest from partners is directed toward DOT’s IT solutions, which the Ministry of Defense is implementing as part of its broader digital transformation. These tools have already proven effective in practice, including the DOT-Chain digital ecosystem: the DOT-Chain Defence weapons marketplace, the DOT-Chain Food logistics and food management system, and the DOT-Chain Arsenal operational supply management system.
Digitalization has made supply processes faster and more manageable, and has enabled decision-making based on data.
The director of Ukraine’s Defense Procurement Agency (DOT) will head CORPUS for the first year. After that, leadership will rotate on the basis of unanimous agreement among participants.
