Ukraine’s Minister of Defence, Mykhailo Fedorov, held a meeting with Estonia’s Minister of Defence, Hanno Pevkur, in Kyiv. The sides agreed on key priorities for mutually beneficial cooperation, in particular in the areas of joint weapons production and the development of defence capabilities.
During the meeting, Mykhailo Fedorov thanked Estonia for its consistent support, including its decision to allocate at least 0.25% of GDP to aid Ukraine. In 2026, this will amount to about €110 million.
The key focus of Estonia’s assistance will be the procurement of drones and counter-drone systems, as well as support for the defence industries of both Estonia and Ukraine.
Separate attention was given to Estonia’s contribution to the Prioritized Ukraine Requirements List (PURL) mechanism and an additional $13 million in funding.
Fedorov also highlighted Estonia’s productive co-leadership in the IT Coalition, which it heads together with Luxembourg. Estonia’s contribution to the coalition this year amounts to €5.7 million, while overall the mechanism has already attracted around €1.4 billion for the development of communications systems and other technological solutions that give Ukraine an advantage on the battlefield.

The Minister of Defence stressed that Estonia’s support consistently matches the current needs of the front line. The sides agreed on further steps to continue directing assistance toward priority areas.
The key focus is the development of joint defence projects.
The defence ministers signed a Letter of Intent providing for enhanced cooperation in weapons production. Products under this cooperation will be primarily directed toward strengthening the Armed Forces of Ukraine. The document also opens opportunities for technology exchange and the development of production capacities.
