The Cabinet of Ministers plans to develop a detailed plan for preparing the housing and utilities sector for the heating season by May 15.

This was announced by Prime Minister Denys Shmyhal during a meeting of the Anti-Crisis Energy Headquarters.

“We paid attention to the situation in cities that Russia is targeting especially intensively: Mykolaiv, Odessa, Kryvyi Rih, Dnipro, and other communities of ours. Due to Russian shelling, the situation is difficult. I gave instructions to hold a meeting of the State Commission on Technogenic and Environmental Safety and Emergencies (TEB and NS) regarding preparations for the next autumn-winter period and to consider the possibility of introducing special accelerated approaches to restoring heat supply infrastructure. Relevant ministries and agencies have also been tasked with developing a detailed plan for preparing the housing and utilities sector for the heating season by May 15,” he said.

Shmyhal noted that, according to the report from Minister of Energy Herman Halushchenko, electricity restrictions for household consumers have not been in place since December 30, 2024.

“In addition, restrictions for businesses have been minimized. The minister has approved recovery schedules. In 2025, about 1 GW of generation is expected to be introduced. 170 MW has already been launched. Overall, according to the Ministry of Energy, 1.5 GW of generation has been restored after the attacks,” he added.

Shmyhal emphasized the importance of maintaining steady international support. According to him, the emergency energy aid hub is operational, enabling Ukraine to receive 1,761 humanitarian shipments weighing 22.6 thousand tonnes from 38 countries.

“In total, 146 energy sector companies have received assistance. And around €1.2 billion in donor funds has been collected in the Energy Support Fund of Ukraine,” the Prime Minister noted.

At the same time, during the meeting of the headquarters, participants heard updates and needs from energy enterprises. According to the Prime Minister, company leaders confirmed the effectiveness and systematic nature of the aid delivery.

In addition, the Prime Minister thanked all leaders and workers of energy companies for getting through the third wartime winter.

“Thanks to their tireless heroic work, we withstood hundreds of Russian strikes and successfully completed the heating season,” he emphasized.
