The Cabinet of Ministers of Ukraine, at its meeting, approved the Programme for the Development of Biomethane Production for the period up to 2035, along with an Action Plan for its implementation, where the Ministry of Energy is one of the key implementers.
According to First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal, the programme will unlock Ukraine’s potential to become a major producer of biogases and an exporter to the European Union, helping Europe reduce its dependence on Russian hydrocarbons.
In addition, it will strengthen Ukraine’s energy resilience and provide an impetus for the development of renewable energy by attracting investment into the sector.
The programme includes the construction of new biomethane plants, modernization of existing biogas facilities, creation of investment incentives for businesses, and deregulation of procedures for connecting biomethane producers to gas transmission and distribution networks.
“Our ambitious goal is to reach biomethane production of 1 billion cubic meters per year by 2030 and increase it to 2.1 billion cubic meters over the following five years. In particular, the first stage of implementation of the programme envisions launching eight biomethane plants and creating an institutional framework for the full functioning of the biomethane sector,” said the head of the Ministry of Energy.
He added that this year Ukraine plans to gain access to the EU database on renewable fuels, initiate an agreement with the European Union on mutual recognition of guarantees of origin for biomethane, and approve rules for determining the quality of natural gas.
