Sir Richard Peter Moore: Putin will exploit any weakness in the West

Russia does not have a clearly defined long-term plan regarding Ukraine, but its leadership seeks to exploit any opportunities to expand its influence. This was stated by the head of the Secret Intelligence Service (MI6) (2020–2025), Sir Richard Peter Moore, during the 18th Annual Kyiv Security Forum on the theme “Darkness or Dawn: Is There Light Ahead?”

According to him, Russian President Vladimir Putin shows an obsession with Ukraine and a desire to control the post-Soviet space, but his actions are often situational.

“I have never seen a clear strategic plan regarding Ukraine. But if we show weakness and stop support, Russia will immediately look for new opportunities,” Moore said.

He emphasized the importance of a swift Western response to provocations, including drone incidents in the Baltic states and Poland.

“It is not only about Russia’s motivation — why they do this — but also about our response. If the reaction is weak or slow, the Russians will draw the appropriate conclusions,” he stressed.

The intelligence chief also highlighted the need to strengthen support for Ukraine, especially ahead of the winter period.

The former MI6 head also recalled past mistakes, particularly the insufficient Western response in 2014.

“We have already seen what underestimating Russia leads to. This must not be allowed to happen again,” Moore emphasized.
