Deputy Minister of Community and Territorial Development, Maryna Denysiuk, met with representatives of Norwegian businesses. The focus of the discussion was on attracting the Norwegian private sector to the reconstruction process in Ukraine and upcoming joint investment projects.
About 20 Norwegian businesses were present at the meeting.
“I am pleased to welcome the Norwegian delegation to Ukraine. Norway has consistently shown leadership in supporting Ukraine – from humanitarian and military assistance to active participation in the reconstruction processes. We value this partnership and see it as the foundation for long-term cooperation. In particular, the involvement of Norwegian businesses in the reconstruction is of paramount importance to us. Especially in sectors where Norway has leading expertise: concessions, public-private partnerships, housing, maritime transport and port development, as well as energy and innovation development. We believe that Norway’s experience in implementing public-private partnership projects can significantly contribute to building high-quality and resilient infrastructure. At the same time, we aim to create favorable conditions for Norwegian companies and financial institutions to operate in Ukraine. We sincerely thank the Norwegian delegation for their visit. We look forward to further developing our cooperation and are confident that together we can implement many joint projects,” said Maryna Denysiuk.
During the meeting, Maryna Denysiuk outlined the Ministry’s priorities for reconstruction and discussed opportunities for future investments with the business representatives.
- Ports and Maritime Infrastructure
Among the key tasks are the reconstruction and modernization of port infrastructure, the launch of public-private partnership and concession projects in the port of Chornomorsk and the Danube cluster, the restoration of ferry connections between Ukraine and European countries, and expanding shipbuilding capacities in southern Ukraine.
- Concessions and PPP
Before the war, Ukraine successfully launched several concession projects with legal guarantees to protect investors. Currently, preparations are underway for the concession tender for the Chornomorsk port. Maryna Denysiuk invited Norwegian companies to join the conference on this topic, which will be held in April in Warsaw. The Deputy Minister also suggested that Norwegian companies consider participating in relevant public-private partnership projects related to roads, railways, industrial zones, energy transition, and green technologies.
- Housing Reconstruction
The main directions in this sector include continuing compensation under the eRecovery program, providing housing for internally displaced persons, developing social housing, and creating and implementing affordable housing loan programs. In particular, to establish a sustainable model of social and rental housing, the Ministry is developing new legislation to modernize existing housing policies. Maryna Denysiuk noted that the Ministry proposes to consider the Agency as the main unit for implementing Ukraine’s reconstruction projects (RPU), responsible for developing and supporting their implementation. She emphasized that Norway is invited to actively contribute to strengthening the institutional capacity of the Agency.
