New intellectual property policy approved for defense industry in Ukraine

The Ukrainian government has approved a policy for managing intellectual property in Ukraine’s defense-industrial complex.

The document establishes clear approaches to protecting rights to defense technologies and their effective use in production for the needs of the Defense Forces.

Ukraine has unique combat experience and is creating solutions that are already changing the course of the war.

“Our goal is to protect the rights to defense technologies and ensure their effective use in production for defense needs,” said Ukraine’s Minister of Defense, Mykhailo Fedorov.

The updated policy provides for:

  • protection of rights to technologies created in the public sector or procured with state funds;
  • clear rules for government customers and enterprises regarding intellectual property management;
  • the ability to effectively scale already developed solutions in production.

Private sector enterprises may adapt these approaches to their own operational needs.

The introduction of the policy creates a unified set of rules for all participants in the defense market and enables faster implementation of technologies in production.

“Respect for intellectual property rights is the foundation of trust in relations with international partners and a prerequisite for the development of joint defense projects,” the defense minister emphasized.

The Ministry of Defense continues to build a transparent and effective system of defense innovation. This is another step toward Ukraine’s technological independence and the scaling of the best solutions for the front.
