Kuyalnyk sanatorium to be transformed into international rehab center

The State Property Fund of Ukraine has begun preparations for a large-scale transformation of the Kuyalnyk sanatorium in the Odessa region. The facility is planned to be modernized under a public-private partnership mechanism, with the goal of creating a modern medical rehabilitation and international-level wellness complex. 

The Fund announced the launch of one of its largest public-private partnership projects—the revival of the Kuyalnyk sanatorium.

During a working visit to the health resort, Deputy Head of the State Property Fund Nataliia Panova, together with Member of Parliament Ihor Marchuk, representatives of the state enterprise Administration of Affairs of the State Property Fund of Ukraine, PJSC Ukrprofzdravnytsia, and trade union organizations, discussed the development prospects of the facility.

The State Property Fund emphasizes that it sees the sanatorium not only as a historical health resort but as a future international rehabilitation and wellness tourism center. The concept foresees the creation of a modern Kuyalnyk Rehabilitation Hub using the natural healing resources of the Kuyalnyk estuary.

 

 

The foundation of the future complex will be the unique sulfide mud and brine of the estuary, considered among the most valuable natural therapeutic resources in Ukraine. According to the Fund, by several indicators they can compete with the world’s leading balneological resorts.

Special attention will be given to developing modern infrastructure for the rehabilitation of soldiers, veterans, and people in need of long-term recovery. The project aims to combine medical treatment, physical rehabilitation, and wellness services.

The proposed development model envisions that the state will remain the owner of the facility, while a private partner will invest in modernization and ensure efficient management. The Fund believes this will introduce modern service standards without privatizing the sanatorium.

The upgraded Kuyalnyk is expected to become one of Ukraine’s key health tourism centers and contribute to regional economic development.

The State Property Fund describes the project as a pilot example of public-private partnership mechanisms, which—if successful—could be extended to other state-owned facilities.
