A new international partnership has been launched to help restore Ukraine’s civil aviation systems, disrupted since the start of the full-scale invasion. An agreement was recently reached between Italian aerospace company Leonardo, the Italian air navigation service provider Enav, and Ukraine’s national air traffic services body, UkSATSE.

Unveiled during the Ukrainian Recovery Conference, the memorandum outlines a collaborative initiative aimed at rebuilding the country's air traffic management capabilities through the Ukraine ATM Restoration and Recovery Plan (UARRP). The plan is designed to pave the way for the gradual resumption of civilian flights in Ukrainian airspace.

As part of the first phase of cooperation, Leonardo has pledged to provide essential radar systems and associated technologies. Five en-route primary radars, along with key equipment, will be delivered to support the reestablishment of surveillance functions critical to air traffic safety.

Enav will offer its operational knowledge and consulting experience to assist with the rollout, while UkSATSE, as the Ukrainian authority responsible for air navigation services, will oversee and manage implementation on the ground.

Although the memorandum is not legally binding, it establishes a strategic roadmap for deeper collaboration and potential future agreements. The parties have also expressed a shared intention to coordinate with government institutions and explore funding opportunities to ensure long-term sustainability of the project.

This partnership reflects a growing European commitment to assist Ukraine in rebuilding vital infrastructure, with particular emphasis on restoring safe and reliable air travel systems essential for the country’s recovery.
