Since February 2022, Europe has documented 151 cases of sabotage, arson, attempted explosions, and other hybrid attacks linked to Russia.
This was reported by the Center for Countering Disinformation under Ukraine’s National Security and Defense Council (NSDC), citing a report from the International Centre for Counter-Terrorism (ICCT).
“Russia continues its campaign of state terrorism in Europe, posing a serious threat to the security of EU and NATO countries. According to analysts, from February 2022 to February 2026, 151 cases of sabotage, arson, attempted explosions, and other hybrid attacks linked to Russia were documented. During the most recent monitoring period (summer 2025 to February 2026), 41 additional incidents were recorded,” the report states.
Around 95% of the perpetrators are “one-time agents” with no formal ties to Russian intelligence services. This tactic complicates investigations and allows the Kremlin to distance itself from the crimes. The attacks have occurred across nearly all of Europe, with the highest numbers in Poland (31 incidents), followed by France (20), Lithuania and Germany (15 each), the United Kingdom (12), and Estonia (11). More than half of the documented attacks targeted countries that are among the most active supporters of Ukraine.
The NSDC emphasized that these facts demonstrate a systematic state policy by Russia aimed at destabilizing Europe. Sabotage of critical infrastructure, covert operations, and information warfare are tools of hybrid warfare that directly threaten European security and require a coordinated response.
