EBRD drafts €15M loan to strengthen Kharkiv infrastructure

The European Bank for Reconstruction and Development (EBRD) has announced a draft loan of up to €15 million to support liquidity in Kharkiv and its municipal operators.

According to the bank, the loan is intended to provide emergency support to the city by financing the liquidity of its communal enterprises, helping mitigate the impact of the war on Kharkiv’s finances and ensuring the continuous delivery of basic services to residents, internally displaced persons (IDPs), and businesses.

Support under the project is expected to go to Kharkiv Metro, Trolleybus Depot No. 2, Saltivka Tram Depot, and Kharkiv Heating Networks.

“The bank’s loan is expected to support key municipal enterprises and public transport operators in 2026–2027 by covering their critical liquidity needs,” the project description on the bank’s website states.

Without such support, there remains a high risk of disruptions in infrastructure services due to the direct effects of the war, forced population displacement, labor market volatility, and reduced city liquidity.

According to the EBRD, as of early 2026, Kharkiv officially registered 212,000 IDPs.

The project is currently under review, with approval expected on June 17, 2026.
