Russians are forced to use small boats to defend their bases in the Black Sea due to the risk of larger ships being hit.

This was stated on television by Navy spokesperson Dmytro Pletenchuk.

"The Russians are forced to defend their bases and are using small vessels such as Raptors, Grachonoks, and Mangusts. To some extent, they’ve shifted to using boats to defend their naval bases. This primarily concerns Sevastopol, where they can no longer venture into open waters with anything sizable. First, they no longer have combat-ready units there, and second, it’s quite risky. So they mostly use small boats for counter-sabotage operations," Pletenchuk noted.

In addition, according to him, Russians also use small boats for logistical support of their units.

"They also use such boats—of various types and manufacturers—for logistics, to supply units stationed remotely where access is only possible by water," the spokesperson said.
