Ukraine is becoming a global center for the production of advanced security solutions and one of the most promising markets for investment in the defense industry.
This opinion was expressed by Prime Minister Denys Shmyhal. He also reminded that there are plans to establish joint production facilities with partners both in Ukraine and abroad.
“In line with the President’s directive, we are creating new mechanisms to support the development of domestic enterprises. Over the past three years, our defense production capabilities have increased 35-fold,” Shmyhal said.
He emphasized that Ukraine’s defense ecosystem already includes around 900 enterprises (about 100 state-owned and 800 private) and roughly 1,000 teams of engineers and developers working daily on innovations. The capabilities of Ukraine’s defense industry in 2025 are estimated at $35 billion.
The Prime Minister noted that this year the development of the defense industry has reached a new level: joint productions are being launched both in Ukraine and abroad, and investments are being attracted to systematically scale up production capacities. According to him, 25 foreign companies — including global defense industry giants — are already at various stages of localizing their production in Ukraine.
Shmyhal said these projects cover a wide range of defense needs — from traditional artillery to advanced unmanned systems using artificial intelligence.
More than 40% of the weapons on the front line today are of Ukrainian manufacture. Ukraine’s combat experience and battlefield-tested technologies are drawing interest from partners around the world. This, Shmyhal noted, is evidence of the effectiveness of Ukraine’s approach to building its own industrial potential.
“We are ready to share our experience by launching large-scale industrial projects with our partners. In doing so, we strengthen the capabilities of the Ukrainian army and lay the foundation for technological superiority for Ukraine and its allies,” the Prime Minister added.
