Comment of the Ministry of Foreign Affairs of Ukraine regarding the Russian attack on the Centralized Spent Nuclear Fuel Storage Facility

The Ministry of Foreign Affairs of Ukraine strongly condemns the latest attack by the Russian Federation on Ukraine’s nuclear infrastructure — the Centralized Spent Nuclear Fuel Storage Facility.

On June 7, 2026, at 02:10, a Russian unmanned aerial vehicle attacked the container reception building of the Centralized Spent Nuclear Fuel Storage Facility.

As a result of the explosion, the container reception building was partially destroyed. The blast wave also damaged nearby buildings, including a room used by representatives of the IAEA. The fire that broke out as a result of the attack was contained by the facility’s own response teams.

The attack on the Centralized Spent Nuclear Fuel Storage Facility is another deliberate strike by Russia against Ukraine’s peaceful nuclear infrastructure. Such actions create unacceptable risks to nuclear safety and security, undermine the international nuclear safety regime, and demonstrate Russia’s complete disregard for the IAEA Statute, relevant safety standards, and Agency guidelines.

Russia continues to commit crimes in the nuclear sector. A state that has occupied the largest nuclear power plant in Europe is turning nuclear facilities into tools of military coercion and attacking another country’s nuclear infrastructure, and therefore cannot be considered a reliable partner in international nuclear cooperation.

Ukraine’s Foreign Ministry calls on partners to draw appropriate political conclusions from this attack. Cooperation with Russia’s nuclear industry carries reputational, security, and political risks. It effectively supports a state that systematically undermines nuclear safety and security principles.

Ukraine urges states, international organizations, companies, and financial institutions to scale back cooperation with Russia’s nuclear sector, refrain from new projects with Russia in this field, and increase sanctions pressure on the Russian nuclear industry, including companies, officials, and entities involved in the occupation of Ukrainian nuclear facilities and support for Russian aggression.

Ukraine has already informed the IAEA Secretariat about this attack and insists on its proper reflection in relevant communications and reports of the Agency, including in the context of the Board of Governors meeting starting on June 8, 2026.

We call on international partners, member states, and the IAEA Secretariat to give a firm assessment of this attack.

Background

As a result of the direct hit, the building suffered partial destruction and a fire, which has now been extinguished. This was reported by the Ministry of Energy of Ukraine.

There are no casualties. Radiation levels at the industrial site of the CSFSF remain within normal limits.

However, the very fact of an attack on infrastructure used for handling spent nuclear fuel constitutes an unprecedented threat to nuclear and radiation safety. Such actions create risks of damage to critical systems essential for the safe storage of nuclear materials and represent a blatant violation of international law, nuclear safety principles, and the fundamental principles of the IAEA.

The Ministry of Energy of Ukraine calls on the International Atomic Energy Agency to respond urgently to this latest act of russian nuclear terror, dispatch a mission to document the consequences of the attack, and provide an international assessment of russia’s actions.
