Ukraine plans gradual expansion of multiple citizenship

Ukraine will not limit the option of multiple citizenship to just five countries and will gradually extend it to other partners, primarily within the European Union, President Volodymyr Zelensky said during the Congress of Local and Regional Authorities under the President of Ukraine.

“We are generally talking about all our partner and friendly countries, primarily in the European Union,” he noted.

The president explained that the first five countries (Germany, Poland, Czechia, the United States, and Canada) were chosen to allow the Cabinet of Ministers to assess how this model would work.

“Initially, we are launching a pilot with these five countries because they currently host the largest number of Ukrainians who were forced to temporarily leave Ukraine. That’s why they were chosen first. But, of course, we do not plan to limit it to them,” Zelensky said.

He added that once the mechanism for obtaining multiple citizenship with the first five countries is operational and the process is underway, “we will immediately open the possibility for other partners. And Ukraine has many of them.”

According to Zelensky, this primarily concerns countries with significant Ukrainian populations where agreements already exist, as well as friendly countries in the European Union and beyond.

“Everything will happen step by step,” he added.
