Ukraine identifies 31 vessels in Russia-Iran shadow fleet fueling war

The Main Intelligence Directorate of Ukraine’s Ministry of Defense has published information on the War & Sanctions portal regarding 31 maritime vessels — part of the shadow fleet of Russia and Iran — involved in transporting Russian oil and gas.

“These vessels are engaged in transporting Russian crude oil and liquefied gas, providing critically important export revenues for the aggressor state,” the report notes.

The update includes vessels serving key players in Russia’s oil and gas sector and its largest taxpayers in this industry, including:

  • Oil tankers transporting crude oil and petroleum products on behalf of PJSC NK Rosneft, PJSC Surgutneftegas, and PJSC Tatneft;
  • Gas carriers transporting Russian liquefied natural gas both from the sanctioned mid-capacity Gazprom LNG Portovaya project and from the Yamal LNG project, which is not yet fully restricted by partner countries.

The report emphasizes that energy exports remain the main source of revenue for the Russian budget — these funds finance the war against Ukraine and sustain Russia’s military-industrial complex.

“On the eve of another anniversary of Russia’s full-scale invasion of Ukraine, it is clear that as long as energy billions continue flowing into the Russian budget, the aggressor accumulates resources to continue the war and destabilize the security situation in Europe,” the report states.

The report calls on partner countries to increase sanctions pressure on Russia’s energy sector. Coordinated and systematic restrictions can deprive Russia of the financial base needed to wage war and accelerate the arrival of real peace.
