Prime Minister Yuliia Svyrydenko and Secretary General of the Council of Europe Alain Berset discussed the opening of a representative office of the Council of Europe Development Bank in Ukraine.
According to Svyrydenko, the discussion focused on crimes committed by Russia against Ukrainian people and critical infrastructure. In this context, they reviewed progress toward launching the Special Tribunal for the crime of aggression against Ukraine, as well as the International Compensation Commission, which will assess and decide on claims submitted to the Register of Damage for Ukraine caused by the Russian Federation.

Svyrydenko thanked Berset for efforts to prepare a new Council of Europe Action Plan for Ukraine for 2027–2030, which will allow continued implementation of projects in the areas of justice, democratic governance, adaptation to EU legislation, and protection of internally displaced persons. They also addressed the issue of returning all Ukrainian children illegally deported and forcibly displaced by Russia.
The Prime Minister highlighted the work of the Council of Europe Development Bank in addressing urgent social needs in Ukraine, particularly financial assistance in healthcare and housing for the most vulnerable communities, as well as for countries hosting Ukrainians.
“We support the initiative to open a Bank office in Ukraine, which will help strengthen our cooperation and launch new projects to address people’s social needs,” Svyrydenko emphasized.
