The Ministry of Finance and the EIB discussed a new two-year project portfolio worth €600 million

In 2025, the European Investment Bank signed five new financing agreements with Ukraine totaling €390.5 million, including a €16.5 million grant agreement.

This was announced by the Ministry of Finance of Ukraine following a meeting between Deputy Minister Olha Zykova and representatives of the European Investment Bank.

The meeting was attended by Matteo Rivellini, Head of the Bank’s Public Sector Eastern Partnership Department; Kristina Mikulova, Head of the EIB Regional Hub for Eastern Europe; and the team of the EIB’s Central Office in Ukraine.

The parties discussed the implementation of the current project portfolio as well as a number of potential projects planned for implementation in Ukraine in 2026–2027.

 

 

As a result of discussions involving Ukraine, the EIB, and the European Commission, a preliminary list of projects for which agreements are expected to be signed in 2026–2027 was agreed upon. The total volume of the coordinated operations could potentially reach up to €600 million.

Among the agreed projects are “Improvement of the Road Network – Solidarity Lanes,” “Infrastructure of Ukraine’s Western Border” (focused on cross-border crossings), and “Resilience of Ukraine’s Electricity Grid.”

As of today, the EIB’s portfolio in Ukraine includes 27 projects with a total value of €4.7 billion.

“By the end of 2025, nearly €145 million had been utilized for joint projects. In addition, five new financing agreements totaling €390.5 million were signed, including a grant agreement of €16.5 million. The funds will be directed toward digital infrastructure for emergency response services, restoration of road connections with EU countries, and the reconstruction of social and critical infrastructure in Ukrainian communities,” the statement said.
