Ukraine and the United Kingdom are updating their shared priorities within the framework of a 100-year partnership. This strategic agreement was launched by the two states in 2024 to move from ad hoc assistance to a systemic, century-long partnership in security, economy, and technology.

The United Kingdom is Ukraine’s key partner in digital transformation. During a meeting, Acting Minister of Digital Transformation Oleksandr Bornyakov and the Deputy Ambassador of the United Kingdom to Ukraine, Charlotte Suren, agreed on a unified digital track for 2026. It ranges from new services in Diia to the development of an Agentic State and artificial intelligence safety. British partners fully share this vision and support the scaling of digital reforms.

These changes are being implemented with the help of the UK DIGIT program from the Eurasia Foundation and UK International Development. Through it, Ukraine is making the state more transparent, improving digital services, supporting the economy, and increasing budget revenues.

In 2026, within the program, the Ministry of Digital Transformation will focus on the following priorities:

  • Testing the digital excise system (e-Excise).
  • Launching new services in Diia, including e-Queue for passenger cars.
  • Digitalization of the construction sector and scaling of the Diia.Engine registry platform.
  • Development of the AI Center of Excellence and implementation of data-driven governance.
  • Support for the innovation ecosystem and the WINWIN strategy.
  • Implementation of TechBridge and preparation for London Tech Week to promote Ukrainian startups on the international market.
  • AI safety, cyber resilience, and inclusivity

The partnership goes beyond service development; the two countries are jointly protecting innovations and government systems. For example, the UK AI Safety Institute is already helping test (red teaming) the world’s first national AI assistant, Diia.AI. The United Kingdom also continues to support Ukraine’s cyber defense: thanks to its leadership in the Tallinn Mechanism and the Ukraine’s Cyber Programme, critical infrastructure and key government institutions are being securely protected.

Special attention in joint recovery projects is also given to the development of women’s leadership and a deeper understanding of the Ukrainian context by British partners.
