The European Union is allocating €10 million to Ukraine for the development of digital services

The European Union, within the framework of the DT4UA project, is providing Ukraine with a new aid package of €10 million for the development of digital services and their integration with European standards. This was reported by the Ministry of Digital Transformation.

“Together with our European partners, we are accelerating digital transformation and integrating into the EU digital market. The European Union is providing a new aid package of €10 million under the DT4UA project, implemented by the e-Governance Academy,” the statement reads.

According to acting Minister of Digital Transformation Oleksandr Bornyakov, the new funding will allow the implementation of the updated Trembita 2.0 data exchange system and the adaptation of data management to European standards.

 

How the funds will be used:

  • Cross-border services. Support Ukraine’s access to a single market for services, goods, and capital with EU countries.
  • Trembita 2.0. Upgrade the system that allows registries to “communicate” with each other, speeding up the work of government bodies.
  • Data control. Launch a system showing when officials access your personal data.
  • Development of administrative service centers (CNAPs). Update the “Vulyk” system to connect more centers and improve their operation.
  • European standards. Implement new data management rules aligned with EU practices.
  • Training specialists. Support the Digital Competence Center, which trains experts in e-services.

“Even under the conditions of full-scale war, Ukraine continues to develop its digital state and pursue digital European integration. The European Union supports these efforts by investing in solutions that strengthen institutional resilience and help create fast, secure, and modern public services for millions of Ukrainians,” said Asier Santillán, Head of the European Integration, Governance and Rule of Law, Civil Society Department at the EU Delegation to Ukraine.

Ukraine’s partnership with the European Union in digital transformation has lasted nearly a decade. Over this time, joint investments have exceeded €80 million, forming the foundation of services and systems that are now an everyday part of millions of Ukrainians’ lives.

The project is implemented by the e-Governance Academy (Estonia).

This long-term partnership demonstrates that digital solutions are not just about technology—they are about trust, resilience, and the state’s ability to serve its citizens under any circumstances. Stable and reliable support from the European Union allows us to build resilient digital systems that meet European standards,” emphasized Hannes Astok, Executive Director of the e-Governance Academy.
