On February 11, the European Parliament approved a financial support package of 90 billion euros for Ukraine for 2026–2027.
The funds will be directed to ensure the uninterrupted functioning of Ukraine’s state budget:
- 30 billion euros are allocated for budgetary support
- 60 billion euros are allocated for military support
The first tranche is expected to be received by Ukraine in the second quarter of 2026.
The long-term loan will be financed through European Union borrowings on international capital markets, with repayment obligations guaranteed by the EU budget reserve.
“90 billion euros will help Ukraine strengthen its defense capabilities, ensure the uninterrupted financing of priority expenditures, and support the country’s resilience and closer integration with Europe’s defense-industrial base. I am grateful to the European institutions and everyone who worked diligently on this decision for ensuring a fast legislative process, which we hope will allow Ukraine to receive the funds as early as April,” said Ukraine’s Minister of Finance, Serhiy Marchenko.
The Ministry of Finance welcomes this decision as an important and timely step to ensure the financial stability of the state amid the ongoing new aggression by Russia against Ukraine.
European Union financial assistance plays a key role in bringing Ukraine closer to EU membership, supporting the implementation of necessary reforms and strengthening the country’s institutional capacity in line with European standards.
The European Union remains Ukraine’s largest donor: since February 2022, the total aid provided has reached 70.7 billion euros.
