Riga has joined the UNBROKEN Cities network

Riga has joined the UNBROKEN Cities network, becoming its 18th member city.

According to the Lviv City Council, the memorandum on Riga’s accession was signed in Cannes, France, during one of the world’s largest investment fairs, MIPIM. Lviv is presenting projects there related to the UNBROKEN ecosystem, including efforts to attract investment for the construction of a new surgical building next to St. Panteleimon Hospital.

Lviv Mayor Andriy Sadovyi noted that more cities in Europe are realizing the importance of preparing communities to operate under unpredictable conditions. Ukrainian cities have gained highly valuable—and at times painful—experience, which they are ready to share with partners.

“Riga has actively supported Ukraine from the very beginning. It is an honor for us to join this network and develop cooperation with partner cities in the field of community resilience,” said Riga Mayor Viesturs Kleinbergs.

Andy Burnham, one of the network’s co-founders and Mayor of Manchester, added:

“The way Ukrainians face such harsh trials with dignity and courage is an example for all of us. In April, a delegation of Ukrainian cities will visit us. We want to strengthen cooperation and are ready to share our own experience, including in counter-terrorism.”

 

Within the UNBROKEN network, training programs on urban resilience and crisis management are regularly conducted. In February 2026, Lviv hosted one such program with 18 representatives from European municipalities. Participants studied Ukraine’s experience in protecting and diversifying critical infrastructure, healthcare and education operations during wartime, communications, cybersecurity, and emergency services.

Currently, the UNBROKEN Cities network includes Ukrainian cities Lviv and Bucha; UK cities Liverpool and Manchester; German cities Frankfurt am Main and Würzburg; French cities Lyon and Cannes; Mechelen (Belgium); Aarhus (Denmark); Oslo (Norway); Rzeszów (Poland); Timișoara (Romania); Sofia (Bulgaria); Trento (Italy); Kaohsiung (Taiwan); Cleveland (USA); and Riga (Latvia).

The network is operated by the School of Municipal Governance at UNBROKEN University.
