Ukraine’s Deputy Prime Minister for Recovery and Minister for Communities and Territories Development, Oleksiy Kuleba, and Japan’s Ambassador Extraordinary and Plenipotentiary to Ukraine, Masashi Nakagome, signed an agreement (via exchange of notes) on granting financial aid for the implementation of the fifth phase of the Emergency Recovery Programme.
The Government of Japan is providing 6.2 billion Japanese yen (approximately USD 41 million) to address Ukraine’s urgent reconstruction needs. This phase of funding focuses on strengthening the resilience of critical infrastructure and supporting socially important sectors. The funds will be distributed through the Japan International Cooperation Agency (JICA) across four priority areas: municipal infrastructure, healthcare, agricultural support, and public broadcasting support.
“Today’s signing is another step in strengthening our strategic partnership with Japan. We are launching the fifth phase of the Emergency Recovery Programme, which since 2023 has become one of the most effective tools for rapid support of our communities. This agreement paves the way for finalizing the Grant Agreement with JICA, which will detail projects and procurements. It covers support not only for critical infrastructure but also for healthcare and media — sectors that are the foundation of our state’s resilience. We thank the Government of Japan for its steadfast faith in Ukraine and systematic approach to our recovery,” said Oleksiy Kuleba.

In previous phases of the Emergency Recovery Programme, 100 billion Japanese yen were allocated. Since then, communities, government agencies, and institutions have received specialized equipment for debris removal, generators and other energy equipment, railway infrastructure equipment and rails, modular bridges, water supply equipment, municipal enterprise machinery, humanitarian demining equipment, medical devices for regional hospitals, educational equipment, and agricultural support tools.
