In Kyiv, IMF consultations with the Government of Ukraine on the budget have begun

On September 3, the leadership of Ukraine’s Ministry of Finance and experts from the International Monetary Fund began discussions on the implementation of the Extended Fund Facility (EFF) program.

From the Ministry of Finance, participants include Finance Minister Serhiy Marchenko, First Deputy Minister Roman Yermolychev, Deputy Ministers Yuriy Draganchuk, Olga Zykova, Svitlana Vorobey, and the Government Commissioner for Public Debt Management Yuriy Butsa.

Meetings will continue over the next several days in Kyiv.

Discussions will focus on preparing the 2026 state budget, medium-term budget planning, the financial sector, and other structural reforms.

“I am grateful to the International Monetary Fund for its support and expertise, which strengthens Ukraine’s economic and financial resilience. We look forward to a week of productive discussions with IMF experts. It is important to coordinate the next steps of our cooperation, taking into account current conditions and the needs of the state budget for the coming years,” said Serhiy Marchenko.

 

It is worth noting that nine tranches under the IMF EFF program, totaling about $10.6 billion of the planned $15.5 billion for 2023–2027, have already been received in Ukraine’s state budget. Since the start of the full-scale invasion, the IMF has been the third-largest source of financial aid to Ukraine, after the European Union and the United States.
